<p>So begins one of the apocryphal books of the Cold War, outlining one of the many ground-based beginnings to World War III, a war we planned for from the early 1950’s through to the end of the Cold War, as declared by the press sometime in the 1990s. So sure were we that the basic equation had changed that even leaders like George H. W. Bush, President, had declared a “<a href="http://en.wikipedia.org/wiki/Peace_dividend" target="_blank">peace dividend</a>” as we contemplated a future with reduced tensions and less need for defense spending. Fighting the Iraqis was a mere exercise in their stupidity, as Saddham Hussein foolishly engaged US forces in Kuwait as if he were the Russians, and the <a href="http://en.wikipedia.org/wiki/Powell_Doctrine" target="_blank">Powell Doctrine</a> was applied (specifically its call to bring all ya got if you are going to fight).</p>
<p>Now we have seen the <a href="http://www.nytimes.com/2008/08/09/world/europe/09georgia.html?scp=1&amp;sq=Russia%20invades%20Georgia&amp;st=cse" target="_blank">Russians invade a break-away province of a former satellite</a>. (NYTimes, free registration required).  George Santayana told us “<em>Those who cannot remember the past are condemned to repeat it.</em>“  We don&#8217;t want to repeat the past, so we’ll consider the recent events in Europe, and askourselves:</p>

<li>Is this <a href="http://en.wikipedia.org/wiki/West_Virginia" target="_blank">West Virginia deciding to rejoin the Union</a> after Virginia became part of the Confederacy?</li>

			<content:encoded><![CDATA[<p>Well we are heading into the 9 September primary with seven (7) candidates for Mayor of Northfield. Who&#8217;d have thought there were that many citizens ready to rescue us? Politics and a Pint is going to join the rush to judgment by hosting a well orchestrated series of events designed to expose the candidates to the people and the people to the candidates. We plan to have three special sessions on <strong>Thursdays</strong> before the primary.</p>
<p><span id="more-495"></span></p>
<ul>
<li><strong>14th August </strong>&#8211; meet the candidates. <strong><span style="#ff0000;">NEW! Change in format!</span></strong> We will be giving each candidate five (5) minutes at the microphone to introduce themselves, then they will step into the audience for one-on-one (or one-on-many) talks.  We will also be collecting questions from the audience (and the candidates, for that matter) that we will consolidate for the 21st.</li>
<li><strong>21st August</strong> &#8212; meet the people. Using the basic questions as supplemented by our experts we will let each candidate talk for a limited time on the questions.  Each candidate will get to speak a total of 12 minutes, they can choose which questions to answer and how much time to use.  We provide the timer and the gong (well, maybe a guitar). They provide the insights.</li>
<li><strong>28th August</strong> &#8212; meet the people, part 2. The same drill as 21st, but now for the 3rd Ward and the at-large council positions.</li>
</ul>

			<content:encoded><![CDATA[<p>Well, we now have slates of candidates for mayor and city council and they need our help. Last April we noted that &#8220;<a title="Politics and a Pint (27 Apr 2008)" href="http://contentedcow.com/weblog/post/447/">Politics Is Always Local</a>,&#8221; and we listed some big issues we thought the new mayor and city council ought to be addressing during their stump speeches (we don&#8217;t want to buy pigs in pokes here).  Let&#8217;s revisit that now that we know who is running, now that we&#8217;ve learned so much more about the mess we&#8217;re in and now that our gracious host (Norm!) has safely dodged another bullet by choosing to run the guillotine rather than stick his neck under the blade.<span id="more-467"></span></p>
<p>So, we&#8217;ll review the previous list, condense (this time) to some short questions and maybe even come up with some recommended &#8220;sound bites&#8221; we might like to hear from the candidates &#8230; at the next <strong>Politics and a Pint</strong>.</p>

<p><span style="font-size: small; font-family: Times New Roman;">Three questions that I hope  you’ll be able to answer for yourselves:</span></p>

<li><span style="font-size: small; font-family: Times New Roman;">Is our current trade    policy with China negative in and of itself?</span></li>
<li><span style="font-size: small; font-family: Times New Roman;">Does the “artificial”    value of the Yuan have a positive or negative effect for the United    States?</span></li>
<li><span style="font-size: small; font-family: Times New Roman;">What effect does    the U.S. Governments current external debt have on the equation?</span></li>
</ol>
<p><span style="font-size: small; font-family: Times New Roman;"><strong><span style="text-decoration: underline;">Trade between Nations:</span></strong></span></p>
<p><span style="font-size: small; font-family: Times New Roman;">If you took Econ between the  mid-1930s until the mid-1980s for certain and maybe even since then,  you textbook would have told you something like this:  “<em>The  currencies of economies with large current-account deficits </em> <strong><em>should</em></strong><em> depreciate relative to those countries with  surpluses.  This will stimulate their exports and curb imports,  thereby helping to slim the trade gap.” </em> This is kind of the mercantilist world view, which even they understand  is not always the case due to a number of reasons; i.e. carry trade,  political considerations in the perceived value of a currency, etc.</span></p>
<p><span style="font-size: small; font-family: Times New Roman;">The somewhat countervailing  view, which proponents of the Austrian school of Economics (for which  the University of Chicago is famous) is probably best laid out by Adam  Smith in book 4 of <span style="text-decoration: underline;">Wealth of Nations</span>: <em>“ Each nation has  been made to look with an invidious eye upon  the prosperity of the nations which  it trades, and to consider their gain it’s loss…A nation may import  to a greater value than it exports for half a century…even the debts  too which it contracts in the principle nation with whom it deals, may  be gradually increasing; and yet it’s real wealth, the exchangeable  value of the annual produce of its land and labor, may, during the same  period, have been increasing in much greater proportion.” </em> So to summarize the anti-mercantilist attitude trade deficits don’t  really matter, only the size of the economy.</span></p>
<ul type="disc">
<li><span style="font-size: small; font-family: Times New Roman;">University of Santa    Barbara (paraphrased: could not find again without paying):  Apple    I-Pod sells for $299; the Chinese plant makes about $5, the Chinese    about $30, the retailer about $80, Apple about $130 and the rest is    eaten up in various transportation costs.  Who’s the big winner    here.</span></li>
<li><span style="font-size: small; font-family: Times New Roman;">If the mercantilist    view is correct does that make a deficit with S.D bad, how about a Northfield    deficit to the other cities in MN?</span></li>
</ul>
<p><span style="font-size: small; font-family: Times New Roman;"><strong><span style="text-decoration: underline;">Value of the Yaun:</span></strong></span></p>
<p><span style="font-size: small; font-family: Times New Roman;">A variety of sources have been  consulted and the consensus is that the Yuan is approximately 40% undervalued,  versus where it would be if its value were allowed to float on the open  market.</span></p>
<p><span style="font-size: small; font-family: Times New Roman;">There are many calls for sanctions  against China by a great number of Democratic and a few Republican lawmakers  (kind of lead by Rep. Rangel) for sanctions against China for this unfair  devaluation of their currency, in essence to impose a revaluation of  China’s currency through sanction.</span></p>
<p><span style="font-size: small; font-family: Times New Roman;"> </span></p>
<p><span style="font-size: small; font-family: Times New Roman;">Economics Nobel laurite Milton  Friedman write in chapter 4 of <span style="text-decoration: underline;">Capitalism and Freedom, </span> <em>“There is much experience to suggest that the most effective way  to convert a market economy into an authoritarian economic society is  to start imposing direct controls on foreign exchange</em> (thesis borrowed  from Economics Nobel laurite F.A. Hayek in <span style="text-decoration: underline;">Road to Serfdom</span>)…<em>To  suggest that restrictions on transactions in foreign exchange may be  necessary as a ‘cure.’  This cure would be vastly worse than  the disease.”</em></span></p>
<p><span style="font-size: small; font-family: Times New Roman;">Just to make sure we understand  what China is actually doing, and we don’t want to follow, Friedman  points out , <em>“…full fledged exchange controls and so-called  ‘inconvertibility of currencies’…were invented by Hjalmar Schacht  in the early years of the NAZI regime.”</em></span></p>

In total, lenders from Japan and  China held 47% of the foreign-owned debt.”</em> </span></h3>

The government can avoid  this consequence by instead focusing on expanding its GDP and thereby  &#8220;reducing&#8221; the percentage of GDP that debt represents. If the government were to borrow  less, that money would be freed to work in the private sector and would  lower interest rates overall.</em></span></p>
